Power steering hard to turn out of parking space, fine everywhere else.

There is no noise associated with the issue that I have noticed. It hasn't always been extremely cold either, so I'm not sure if that has anything to do with it. It also doesn't do it all the time. Not sure how to approach this, just bought it and hoping for the best.
