How to reset newly installed emergency brake?

My husband replaced the brake pads & the emergency brake pads. The emergency brake pedal stills goes all the way to the floor? How can we correct this?

Sounds like the parking brakes needs adjustment could be coming from the rear brakes or the equalizer open it up and investigate
