parking brake lever won't release all the way?

I pulled the parking brake lever and when I released it , it won't release all the way and now the rear brakes are dragging somewhat. What's the easiest way to fix the problem?

try to lube brake cable and free it up by hand, it may or may not loosen, spray pentrating oil on it and you may need to use vise grips to loosen it or replace the cables.

That helped, I had to remove rear brake drums to put in more lubricant and it seems fine now. Thanks.
