locked rear tire

2005 dodge neon drivers side rear tire locked could this be the the brakes because i know they have been bad for a while. it made a clunking sound and then the tire seized.

There's nothing in there but brake parts. Sometimes the parking brake cable sticks due to rust and the shoes stay applied. Sometimes the hardware that holds the shoes in place breaks, again, due to rust. Usually the repairs aren't too serious or costly, but the hard part can be getting the drum off.
