2004 Volvo S40 Power Steering

Last night as I was driving home from work, there was a thunderstorm that flooded the roads. There was a particular spot that was completely flooded, but there was no way around so I was forced to drive through the water. As soon as I drove through, a message popped up saying that there needed to be service to the power steering. The steering wheel was very hard to move, but I managed to pull over and restart the car. The steering wheel seemed to reset itself. This morning when I started the car, the same message popped up and I couldn't move the steering wheel. I tried to restart the car multiple times, but the steering wheel still would not move.

Unless somebody was holding a gun to your head, you weren't forced to drive through the deep water. That may probe to be a very expensive decision. It sounds like your car is equipped with computer controlled, electric steering and the water may have done a lot of damage. You will need a professional level scan tool that is capable of accessing the steering module for a starting point.
