In most 12 volt charging systems the charge rate is 13.5v to 14.5v the one I am working on is charging at a rate in excess of 17v question, Is the voltage regulator in the alternator and can it be replaced,? this is also causing the batt lamp in the cluster to remain on

The voltage reg can be replaced but with the miles on your unit I would recommend getting the unit o/hauled or replaced as there will be other internal components due for renewal as well and often a new alternator is the cheaper option in the long run.

I assumed that would be your answer, the unit looks really rough the cost of a replacement is $ 243.00 which is the best way to go. thank you.

If it was mine I would go with the new unit, yes it will cost more up front but in the long term it will be a cheaper option, a new alt will last many rears, if you do a re build you may get 2-3 at best then you are back to where you are now.
