oil pressure gauge registering to highbut when key is on on positiongage is still registered hi without the engine on

Have you checked to make sure the wiring to the sensor isn't damaged or the plug to it is okay?

no I have not is the sensor by the oil filter itself

Start with the sensor to make sure everything is okay. You may need to rent a mechanical gauge to confirm pressure. The switch may be bad.
