If the car has 13000 miles on it I would think its under warranty? With such low mileage you shouldn't have that problem unless it was really beat on at some time? Pads are food but the drum is bad? Id have someone else have a look at it. Owning and operating shops in the past I can tell you, a lot of places will try to boost their sales. Oil changes is just a reason to get you there to look at other things. Nobody could stay in business just doing oil changes. Definitely get a 2nd opinion! Is it doing anything out of the ordinary? Any strange sounds ect... ?
