brake rotors

2004 nissan pathfinder 4x4---examination of rotor showed an area of rust around the outside of the rotor about 1/4 to 1/2 inch wide. mechanic said the rotor could not be resurfaced because the rust would flake off. no other damage- no grooves or warpage. he said it would not need to be replaced for safety reasons but brake pads would wear out faster and there might be some noise. cost of rotors is reasonable but labor for installation is very expensive- $400 for both. Should I replace these rotors or just the pads?

Rust is a hard thing to overcome. It causes deep pitting that can't be machined out and driving it that way will cause issues. The labor is going to be there either way because they have to be removed to resurfaced and you don't want to have to do it twice. I definitely wouldn't put pads without correcting the rotors, even if they weren't rusted.
