I don't understand what is the relation between the timing chain and non starting when cold. The piston repairs are not required as well. You should be getting new mechanics as the ones handling your vehicle don't seem to know what they are doing.

Difficulty in starting or non starting during cold weather are mostly due to control faults and not mechanical.

Are there any trouble codes? Was the Engine Coolant Temperature checked?
When engine could nto be started, was any test carried out to find out what is missing, fuel or ignition sparks?
