2004 Lexus ES 330 wont turn over

tried to jumper starter from relay post to start car.now i replaced starter and motor not turning over and no instrument lights come on checked all fuses and battery has power

Double check to make sure the battery is fully charged. Check to make sure battery cables are making good contact, are clean and free of corrosion. Check the primary ground between the battery and the engine block.
