can i increase a 15w cigarette lighter adapter fuse to 20 or 25w?

You can but not advisable. The wires for the circuit would not be protected if the amperage is too high and instead of the fuse blowing, you might have the wireharness and even vehicle burning out in case of any short circuiting.
