Front and rear right side turn signals are not working. Relay, fuses and switch are ok. What next?

Light on instrument panel also does not come on. If one bulb is out will it cause this problem? Does one relay control both sides or is there a second relay? Voltage appears normal to sockets.

Check if the ground circuit is open or a flasher unit problem
