can a bad heater motor cause a bad ground and my lights to fade slightly?

i have a ticking noise coming from my heater motor recently...it starts as soon as the ignition goes into the on position,even if the heater is not on...its a little louder when the heater is on,but it still functions.it doesn't stop until the ignition is turned off.my van has a brand new alternator/battery/belt...about the time the noise started,i noticed my dashboard lights fade slightly/intermitantly while driving and the charging meter fluctuates slightly.could a bad heater motor cause a bad ground or a high current draw?thanks,allan.

Have the charging system checked/tested-alternator could be failing-also check the blower motor relay-
