I have a 2004 f250 6.0 at 1800 to 1900 rpm while under a slight load (going up a hill empty) it loses power stutters, belches black smoke and loses power. this is at about 60 -65 MPH. if you let up on the throttle or increase the throttle it levels out and runs ok

The black smoke indicates a rich fuel mixture. Have you checked fuel pump pressure and the regulator? Also, check for vacuum leaks. An O2 sensor may be over compensating for a lean mixture.

If the check engine light has come on, have the computer scanned to identify trouble codes. Let me know what they are.

There are only codes that go back to the EGR. With what you are saying would it only happen at 1800-1900 RPM at 60-65 under a small load (pulling a hill empty). If it is a fuel pump problem wouldn't it be all the time?

Have you removed and checked the EGR and the intake for carbon build up? As far as the fuel pump, under a load, if there isn't enough fuel pressure, it may start running lean and the O2 sensors will tell the computer to richen the mixture. I know it sounds odd, but it happens. There are so many computers and sensors on vehicles today, one thing can set off a chain reaction of events.
