Why wont the monitors set?

I have a 2004 ford f150 and monitors wont set. Cat and o2s. Poss computer issue but what do i test?

If the thermostat is stuck open the monitors will not set. I would remove it to see if it is open.

A automotive store like advance auto will check for codes and clear the codes. I found on my wife's f-150 that a o2 code came up after a heavy storm. reset the computer and no more codes. It does not take much to set them off.
