Fuse box location apparently it is supposed to be behind a panel?

Failed emission inspection and was told a fuse ( cigarette lighter perhaps ) is blown.
Can't find interior fuse box. Checked online and apparently it is supposed to be behind a panel underneath the steering wheel. But it isn't. Pulled of all lower plastic covers, even looked at the motor from the inside, but can't find an interior fuse box.
Can somebody please tell where it is ?

I cant get my blower to turn on for heat or air. I jumpered it and it works but I cant find a bad fuse. Where can I find a fuse diagram?

on the interior fusebox fuse 13 its 15 amps and under hood in the engine compartment fuse box fuse 13 and its a 50 amp fuse. here is a guide to help test the fuse with the fuse box location and identification in the diagrams below.

Electrical problem
1988 Ford E-Series Van V8 Two Wheel Drive Automatic 170k miles

I would like to see if you know where I can get a diagram of the fuse box for my E350 moving van. Its a 460. The a/c doesn't work, but before I can concour that I need to figure out why the blower won't even turn on. Any help will be appreciated.

check fuse #8 (15 amp) in the fuse panel located under instrument panel to the left of steering column. if fuse is good check blower motor relay, found on right fender apron. Check out the diagrams (Below). Please let us know what happens.
