2004 sprinter engine fan clutch

i am in mexico and the AC in my2004 dodge sprinter isn't as cold as it should be. i took it to a mechanic who found the freon pressure to be fine but found the engine fan (by the radiator) to be free spinning when the engine was running. he said the engine fan clutch wasn't working. and that this could be affecting the AC and may cause the engine to overheat. Does this make sense? Thanks.

Absolutely. If the clutch doesn't slowly increase its engagement, the fan won't pull air through the radiator and AC condenser. That will cause the engine to run hotter than normal and the AC will be less effective at city speeds. On the highway there will be less of a problem due to the normal air flow.
