when changing brakes the rotor would not come off.

when changing 2004 durango brakes the rotor would not come off. Could this mean that the emergency brake was still engaged?

I assume you're talking about the rear rotor. If it was loose on the center hub, the parking brake could have been applied. If it was not loose, it was just rusted to the hub.
