Driver's side AC hot while passenger side is cold

During the summer, I have trouble with the A/C turning to hot on the driver's side while the passenger side stays cold. I also hear a lot of clicking and noise coming from just above the accelerator pedal. The noise is especially loud during cold weather when I am using the defrost setting.
