instrument cluster not working?

The gauge cluster works sometimes and then other times doesnt work at all.???? do you think it is a short??

If it is only working some times then yes this is most likely a short. However, the issue is most likely on the circuit board of the cluster so having seen this a number of times, I would go ahead and replace it.
