heater is not working very good

2003 VW Passat V6 Climatronic. A/C clutch engaged all the time. Heater does not work. Heater core has been bled and rt. hose a little hotter than the left. at firewall. Blend door motors move and change valve positions. Very tepid heat, blowers all work. Rt. hose for heater core is hot!! left is hot but less than rt. Control on dash moves thru all cycles of Climatronic. Defrost, heat, A/c, recirc. A/C clutch is engaged all the time(not just on A/C and defrost) Don't have factory manual where to next?

Check to make sure the blend air door is opening. It is near the heater core and responsible for air flow temp into the vehicle. As far as the compressor, it will cycle with AC and defroster on. But it should be off in other settings.

Blend door does move to closed position. There are two servo motors under blower box. One is red and the other blue. I assume red heat and blue A/C. When ign. turned on and Climatronic is turned on and cylcled thru temp. ranges it indicates full range from 54 degrees to 84 degrees and then to Auto. So I believe doors are moving in correct sequences. Is there a coolant temp valve downstream from heater core, that might affect temp/flow. Also A/C clutch should only engage when in cooling and defrosting modes. Please advise?

No downstream sensor. As far as the AC, to help dehumidify the air, it runs when you defost the windshield. Also, it will run when cooling.
