vibration over 90

Have the wheel alignment,suspension and transaxle checked out-

Given the recent history, the most likely causes would be a new wheel weight flew off or some rust or other debris got stuck behind one of the brake rotors. That will usually be felt more when braking. If the old rotors were machined, it is possible to set it up wrong on the lathe and machine a warp into one. New rotors can warp too. One machining later will solve that.

rotors are brand new. nothing is wrong with the brakes just the wheel when driving over 90 kmh

New rotors are much more likely to warp than old ones but that won't happen usually for a month or two. Still, they would have to be pretty bad to be felt in the steering wheel. If the vibration started right after the service, there could be corrosion that broke off one of the wheels when they were rotated and got stuck between the wheel and hub. You will see that by jacking the front wheels off the ground and running it in gear while watching the tires. A broken tire belt will cause a horrendous vibration too but that would have nothing to do with a brake job or tire rotation. If it had been there before the rotation you would have felt it as a shimmy in the seat instead of the steering wheel. Have you had the tire balance rechecked?

not yet i have a low income of just under $200 every 2 weeks. the vibration is in the seat when ii go over 90 and the floor.

I'm jealous. I've been unemployed for over two years so I know it's no fun. The shop that did the work should be willing to recheck the tire balance at no charge to you. Tell them the same observations and they will probably start with the two rear tires.
