2003 Toyota Matrix License plate bolts

In taking out the plastic bolts for license plate holder change, the heads of the bolts broke off at the head! How in the world can I get the rest of those bolts out so the license plate can be put back on the car? This is the back plate too!

If the bolt is plastic, simply drill out the center of the plastic bolt and work the rest of it out. Make sure to use a drill bit that is smaller than the OD of the bolt so you don't damage the threaded sections.
