I can't pull the drum off ,rusty looking
Is there a lock or something that needs to be released to take drum off or is it just rusty

It's probably grooved worn in the drum that is preventing it from coming off. You are either going to have to find a way to back off the adjustments or just force it off and then you will have to replace all the hardware along with the shoes and drum.
