when it is damaged

the pads (metal backing) have chewed into the rotors surfaces so far that "turning them" (having them resurfaced) is impossible (rotors have a minimum thickness that they can be turned down to, normally it is stamped on 'em somewhere.

if the damage is superficial, normally they can be machined for $5 to $15 ('round here anyway)

sometimes weighing out the hassle or "quick need" might sway you into just getting new ones - normally a run of the mill car might cost $18 - $30, trucks and special stuff might be way more expensive

another "bad rotor" issue might be a warped rotor, symptoms might be: shaking while braking, pulsating brake pedal while stopping, and maybe some steering shaking or jerking while stopping. don't even try to turn one that is warped, just get a new one

are you in the eastern u.s.?
