I have changed my fuel fiter spark plugs oil, batterry and my car putts when started and has no driving power barly make it up a hill. I'd like to know why?

So when you say it putts when started what does that mean?Also have you checked the car for code's?Also does the car idle smooth?Does the engine feel like it's cutting out while your driving?
