lumpy tick over and will not rev up

On starting the car a Renault Megane 1.5dci 2003 .it has a lumpy tick over and will not rev up ror a couple a minutes,,,then will rev ,but sounds as though its misfiring,,,,the fumes and smoke are bad

have tried cleaning egr valve.no better ,,,could the electrical side of egr valve be faulty,, car had been run on neet veg oil..have now put diesel fuel in..
