2003 Nissan Almera loss of power

I have a Nissan Almera 2003 2.2 sxe diesel. it keeps losing power the turbo not kicking in when I come to a stop and set off again! if I turn the engine off it starts again fine! I have changed the fuel filter air filter and air floe sensor too! it has done 66000 miles full service history and oil changes.
