Starter issue

Hey.. Would you know where the starter is on an 03 galant?.. My car won't start nor attempt. The check engine light doesn't come on. But the SRS light stays on. Any advice on what this could be?

Yes Had The Battery Tested.. Full Charge.. Nd Yes Cleaned The Battery Cables Clear.. Nd When Tryna Start The Car It Just Clicks..

Were going to need a multimeter to do some testing to trouble shoot the problem otherwise were just guessing whats wrong.
