I can't believe it is running on 5psi. It sounds like the fuel pump is bad or the filter is plugged. Also, check the regulator. you have to check fuel pressure with a full load on engine, which means you would have to drive it and the pressure is supposed to be 30-80 psi but there are no figures given for idle. but reading in the tech tip area of the manual there has been a lot of success removing the fuel pump from tank and cleaning the crap from the two filters inside the lower unit of the sending unit. It's unknown if they are replaceable or the whole unit has to be replaced.

Thanks the only thing is the way I gat the psi reading is off the edge chip programmer
It has on it don't know if it's right while your going down the road at 2,000 rpm it runs fine
But you let off the throttle to a quarter of the way it starts to skip but you start going up a hill
And keep the throttle steady at a quarter it start picking up rpms and stops skip and runs up
The rpms fine but starts smiling again when you come out off pull

Check around at parts stores. Most nationally recognized parts stores will lend them to you. I need you to check fuel pump pressure.
