do i need new wheel bearings or is something wrong with my brakes even though they are new?

I was surprised with new wheels put on my stratus which are 19's and too big, so they had to add knuckle busters to the back and spacers to all four wheels plus ordered special super long bolts and lug nuts for the 19's to fit. At the same time i got brand new brakes put on. My front passenger wheel had this quiet little scrapey squeak to it every now and then. I was told that sometimes with new wheels and brakes that your brakes sometimes did that, but not for this long!!! It has been five months and my scratchy squeak has gotten more frequent louder and sometimes my wheel is now feeling like my brake on the front passenger side is catching from time to time for a second or to when i am trying to accelerate. It also has this sort of raspy yet almost but not quite grinding sound and feel to it ontop of the loud annoying squeaking it now makes almost non stop whether i am using my breaks to stop or slow down or if i am just driving. I've been told by friends that it is probably my wheel bearings!! Is that what you think it sounds like the problem is?

Have the bearings and the brakes checked out to determine what's causing it-
