i want to know why the cooling fan runs slowly and the fuse some time out.them the a/c no work and the cooling fan no working too

Symptoms indicates the cooling fan could be failing.

I agree with KHLow2008 on the cause. I would add that you should make sure not to use the A/C in that condition because it will take out the compressor that way.
