Why does my signal stay solid?

My passenger side turn signal stays on solid and ends up burning out the bulb quickly. When I signal it stays solid. Doesn't matter if I signal left/right or hazzard on, it stays solid. The daylight is never on though. Any idea what may be causing this?

Hazard control module. It's in the fuse panel. Looks like a canister. Also known as emergency flasher switch. It's what you hear clicking when the turn signals are working properly. It's gone bad.

Thank you for the answer. I do hear the clicking when I signal left, but it clicks twice as fast when I signal right. I looked on an audi parts page online and couldn't find a Hazzard Contral Module. Would you be able to send me an image out it?

It should be located behind the left side of the dash. It will look like a silver canister. Some of the documentation I found makes me think the flasher assembly functions are self-contained in the vehicle electrical system control module, which is behind the left side of the dash near the 9 pin relay housing, but that would mean that when turn signal or emergency hazard light flashing functionality goes out, the whole module would have to be replaced. That would be inane.
