2002 Volkswagen Beetle Electrical problems.

Girlfriend took the car to work one day, tried to leave car wouldn't start. Noticed the Check engine light was not on in "Key on; Engine off" First off it has new fuel pump and fuel filter and has pressure and spark. I did some other work on it. Started checking fuses and notices the fuse "10" which powers the ECM through the ignition switch did not come on. Replace ignition switch still nothing. Disconnected battery for 45 minutes and the car started but i started to smell burnt electrical. I have no idea where to go from here. I have Searched everywhere to see something burnt but can see anything. The smell is definitely coming from under the dash where the fuses, wiring, and relays are. Weird how the car wouldn't start but disconnecting the battery lets it run. Still no check engine light. Any ideas or help would be great . Thanks.

Wow that is some kind of problem you have there, see if any relays or fuses are "hot" to the touch when you smell electrical. I am very interested to see what you find.
