2002 Toyota Solara rough idle + performance loss

2002 Toyota solara 4cyl (2az-fe) engine series. it idles rough around 600 warmed up,with no load. and causing vibrations at idle and in drive at a stop. also feels like its lacking performance. I changed the spark plugs during which i tested the ign coils and 1,2,3 were 23ohm but cyl 4 was 30.02ohm. is this the culprit?? been having trouble for awhile now I am desperate

scan for codes and check fuelpressure with a gauge first autoparts rent it.

no dtc's , fuel psi is 47 at the rail

clean throttle plate on both sides with choke cleaner and iac hole and check for a vacuum leak.
