had was redone at engineers scemed and all valves replaced

Valve timing correct and will the engine turn over by hand? pull the plugs and it should turn easly by hand.

I did turn it by hand but don't know if it is because head was schemed must the plugs be out when I try turning the engine by hand

no, but it will be easier to check that it turns as you are not fighting against compression, if you have good access to front crank shaft bolt, leave the plugs in if you wish.
