My altima's heating and cooling stops when my car idles. Works fine going down road but stop lights and parking and waiting a little uncomfortable when temp extremes hit. There is a loud vibration from one of the pulleys just don't know exactly what to replace

Ensure engine idling speed is correct, excessively low idling speed would result in A/C compressor cutting off.
Find out what is causing the noise and rectify it first. Ensure the cooling fans are working, which seems to be the problem of the noise and A/C not functioning.
