I replaced egr valve and solenoid also cleaned the vacume line from throttle body but the code wont stay cleared for the engine light the car wont pass smog im running out of ideas the hole in the manifold looks clear I don't know how much vacume I need from the throttle body

Apply vacuum with a mighty vac pump, (hand held vac pump) and make sure that the new valve is actually working, it may be stuck.

you will also need to check the manifold vacuum at the port that hooks to the egr valve preferably. you should have about 15 inches of vacuum at base idle. if you don't, look for vacuum leaks and also consider that a plugged exhaust, i.e. a failed catalytic converter can cause low engine vacuum

Have you tested ported vacuum for the EGR valve? you can get cheap vacuum test gages from most parts stores.
