2002 Mercury Cougar Runs but no power

Replaced fuel pump,filter, checked catalytic converters,fuel pressure kept climbing to 72lbs with just key on,fluctuates from 31.6 to 50.9 running. If going up hill loses all power but still runs. No codes. Acts like bad fuel pump. Engine is not missing. Just no power

check with key on engine off might be a bad regulator see pic to test

I did this test. It started at 59lbs and rose to 72.7lbs. Which if I am correct the max is 65lb on these.

then check the regulator it shold only be like 39-55 psi
