2002 Mazda MPV No cool air with AC

I have been using the "No. 11 No Cool Air" diagnostic procedure from the workshop repair manual. I have been able to check the following:
Warm air is blowing out of vents, A/C compressor is not operating (unless the A/C relay connector terminal C and D are shorted (step #9), but still doesn't blow cold air), inspected Low pressure refrigerant (good), indicator light is on, the refrigerant pressure switch terminal C and A has voltage (but when A and C are shorted there is no cool air is blowing out), and changed A/C Relay switch with known working fuse of horn with no change in magnetic clutch (also, terminal A and D has voltage).

Not sure about:
Step 3 - High pressure test (I don't have cables to test)
Step 8 - DTC codes - just replaced an oxygen sensor and waiting for all codes to clear
Step 19 - Wasn't sure where "Test voltage at PCM connector terminal 69 (iG1 signal)" was.
Step 22 - Wasn't sure what it was talking about.

So, it looks like I stopped at step 27 - Magnetic Clutch connector terminal A is not receiving voltage (unless I test it as the when I have shorted the A/C relay connector C and D). It says to replace wiring harness between A/C relay and magnetic clutch. To me it seems like it is getting power when shorted so confused about this. Also, is/could the problem with the Magnetic clutch since it doesn't blow cold air even when it is shorted and runs. Just want to know what should be replaced, I hate to spend extra money on things that don't need replaced and to find it's still not working after they are replaced.

What is your low pressure reading?

approx. 50 psi

Thats low usually your looking at 80-100psi without the compressor on.What does your manual say for min pressure for turning the compressor on?

Sorry it has been a few days since I checked, so I checked again and it looks like 100 psi. It's hard to be certain because I have to jump the compressor to get a reading.

You shouldn't have to jump it to get a low pressure reading and if its a 100 psi with the compressor on thats way too high it should be in the 20's and 30's.You should have about 80-100psi on the low side with the compressor off.

If I were to get some of it removed, do you think it would allow the compressor to work properly?
