timing belt tension

I just replaced timing belt on 2002 Mazda 626 with 4 cyl engine the tension pully only has a small spring holding it tight .I put tension the belt and tighten the bolt to spec tork lb ,but you can still move the ofset wheel with an allen wrench.The spring is the only thing holding tension on the belt is this correct.

The spring applies the initial tension and then the pulley is tightened in position. This tensioner is on the slack side of the belt. The pulleys are rotated toward the tensioner to remove all slack and then the tensioner is tightened.
