The vertical alignment on the rear wheels is out of alignment.

It is obvious, by just looking at the profile of the vehicle, the vertical alignment of the rear tires are obvious out of alignment. How do I adjust the vertical alignment? Looking at the suspension system on the rear wheels, the rubber bushing are cracked, need to be replaced, but there is not an obvious method to adjust the vertical alignment on the rear wheels. What is the best way to make this correction? The inside of the rear tires are smooth.

It needs to be done on an alignment machine. There are ecentrics that are adjustable. However, if it is bad enough, it could need shimmed.

That is known as camber and for this vehicle, they are not adjustable. The cracked bushings should be replaced as they would cause the camber to go out of specs.

I recently put tie rods on the front end and new tires. I went to a place to have an alignment done on the front and they are telling me I need to buy an alignment kit, what is this kit?

The kit is to allow the adjustment of camber and caster. Did they give you a print out? If so look to see if the camber and caster on either side is out. Usually the print show red for out and green for in. If the camber and caster are in specs just have them set the toe.
