Windshield Fogs up

cool air fogs the windshield on the exterior surface. And the windshield fogs when I turn my defroster on. I was on the freeway it started raining and I turned on defrost and windshield instantly fogged over. And there are opaque white spots with the fog. Where should I look for the problem? Any ideas?

Yes this is a sign that the heater core is leaking and causing the problem you are describing.

Thanks for the tip it took all day but I got the job done and yes the core was leaking thanks for the help.
