Which belt is squealing and which would cause bogging down?

had timing belt, tensioner pulley and water pump done about 3 mos ago for maintenance. The used serpentine belt was put back on. Since then a belt? squeals when its damp or raining till van warms up. lately it has started bogging down until it warms up. Could it be the serp. belt slipping or the timing belt?

If it jumped time, that would make it run sluggish and possibly damage the motor also. The serp belt can only be an issue if one of the components it drives is freezing up. He may have spilled coolant on the serp belt during the job and that will make it noisy.

Timing belts do not squeak nor slip. It should be the serpentine belt.

That is true but serpentine belts don't make the car run sluggish.

If the battery is not fully charged and a slipping would result in voltage drop, that would cause the engine to run sluggish.

Since the battery has been able to start the car multiple times through the course of the problem, it's apparent the battery has sufficient voltage to run the engine properly.
