Tachometer flucuations

2002 Jeep Grand Cherokee after doing 70 mph when you begin slower speeds the Tach fluctuates and car experiences "hiccup". May do 4-6 times in a row before smoothing out. Replaced Cam, Crank and Throttle Position sensors, Coil Pack, Plugs and fuel filter. We are at a loss here.

Check for applicable trouble codes. Some of the name brand autostores used to check codes for free. My first thought was an issue with output speed sensor circuit? There multiple issues that could cause that tach problem.
