The fan can take anything from between 20 to 40 minutes before it starts working from a cold start and it depends on the weather condition.
Thermostat is inside the housing attached to the lower radiator hose on engine side.

If you do not have any overheating issues and the fans starts and stops intermittently, there is nothing wrong with the system.
