Replaced throttle sensor, car is still running 3000 RPM. I am not able to get it any lower, is there another part that controls the throttle. Or is there another problem?

The 2002 Hyundai is equipt with a IAC (idle air control valve) The ECM extends or retracts IAC to maintain a desired idle. Yes they do become sluggish in there performance,You can try a throttle body cleaning in the throttle plates, this may help relive the idle situation that you are encountering, The IAC motor is on side of throttle body.
