I need to replace the rear passenger retractable seat belt. Won't work

Can it be done reasonably easily, and if so about what cost the new replacement rear retractable seat belt.

Is the replacement just a need to disconect under the rear seat and then remove the noise deadener in the boot and then remove the seat belt retractable mechanism and replace it and rethread the seat belt back through to the rear seat and connect it under the seat?
