02 caravan with code p1491

I have a 2002 Dodge caravan and it has a code p1491. What does this code mean. According to the list on this site it is an egr issue but according to 95% of the answers to similar questions say its a fan relay.

Trouble code P1491 means: Radiator fan relay control circuit, i would be starting the checks here.
